Rural Road Asset Management
The APEC Services Rural Roads Asset Management Services have been developed to provide a holistic approach in balancing road user expectations with actual capacity to deliver the highest possible serviceability standards. More often than most Councils would like the financial constraints and physical capacity of the workforce is prohibited from meeting road user expectations. The APEC Services approach has been developed to ensure that all rural roads in your network are maintained to the highest possible standard through detailed planning and resource allocation to minimise the cost of service and to achieve efficiencies in service delivery. Providing a consistent approach to managing maintenance requests and expectations of the road users while at the same time optimising annual maintenance budgets ensures the balance between expectations and capacity are closely aligned.
Based on strategic asset management principles, our system involves the establishment and monitoring of agreed service levels. This is achieved through regular inspections of road assets and the routine scheduling of maintenance to be undertaken prior to intervention levels/triggers being activated. Through analysis of past maintenance and usage patterns surface and pavement conditions are programmed for maintenance to ensure that road conditions meet or exceeds the agreed serviceability standard. Traditional high use periods such as harvest, mustering or tourism inform critical maintenance scheduling to enable economic activity to be undertaken with minimal interruption.
- The system applies the asset management principles of:
- Identify and agree service levels, measure and report on them;
- Budget modelling to understand the long-term financial results;
- Stakeholder engagement to inform Council and the community of the financial and practical impacts of service levels;
- Measure and monitor Key Performance Indicators; and
- Continuous improvement loop to refine operational techniques.
